DKW awarded USDA LSAS & PACS

Washington, DC, September 11, 2009 – DKW Communications, Inc. announces the award of two application development contracts with USDA.

Label Submission and Approval System (LSAS). DKW has been awarded a contract the USDA Food Safety and Inspection Service (FSIS), to support the FSIS mission to improve food safety and food defense by actively strengthening the public health data infrastructure. The contract will streamline/integrate the food label approval process via a newly-developed internet-based system that ensures and enforces data integrity, and improves information retrieval response time.

The system will support a large, geographically disbursed workforce, performing inspections at approximately 6,000 establishments, creating a web-based tracking system for applicants, an "internal" central electronic database of label approvals, and storage and retrieval of specific data on ingredients, processes, claims, etc., that are related to labeling applications.  The goal of LSAS is to reduce labor and errors due to the handling and movement of labels for review currently received by courier, mail, and fax.

The solution conforms to the FSIS Enterprise Architecture and will adopt FSIS Technologies using .Net 3.5, C#, leverage FSIS Common components, and adhere to the FSIS Architecture Guidance, security and privacy requirements, FSIS and USDA policies and procedures.

PHHRS Automated Classification System (PACS),  DKW has been awarded a contract the USDA Food Safety and Inspection Service (FSIS)  Human Resources Office (HRO). PACS is a key component of The Public Health Human Resources System (PHHRS) Demonstration Project, the primary goal of which is to simplify the current personnel classification system by improving the process for classifying positions, by providing a more systematic grouping of positions, and by increasing management flexibility, authority, and accountability in human resources management.

The PHHRS demonstration project will modify the General Schedule (GS) classification and pay system by identifying several broad career paths, redefining pay bands, eliminating longevity-based step progression, and providing for annual performance payouts based on performance.

The Position Description process supports creating, editing, submitting, validating, and officially certifying position descriptions.
 
The scope of this project is to design, develop, and deliver, ready for implementation, the web-based PACS, which will interface with the standard FSIS information management tools and architecture. In addition, the solution conforms to the FSIS Enterprise Architecture, which details requirements for Service Oriented Architecture (SOA), application blocks, common and service frameworks, and UI standards, using the Federal Desktop Core Configuration (FDCC).

Application development will adopt FSIS Technologies using .Net 3.5, C#, leverage FSIS Common components and adhere to the FSIS Architecture Guidance, security, and privacy requirements, as well as FSIS and USDA policies and procedures.
