The Enterprise Acquisition Gateway for Leading-Edge Solutions II (EAGLE II) is a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract vehicle, specifically designed as the preferred source of information technology (IT) services for the majority of the Department of Homeland Security’s (DHS’) enterprise infrastructure and initiatives. EAGLE (Enterprise Acquisition Gateway for Leading Edge Solutions) was designed to offer a broad range of services, solutions and contract types to fulfill the majority of component and departmental IT service’s needs.

EAGLE II is the Department of Homeland Security department-wide platform for acquiring IT service solutions. EAGLE II – Small Business is a suite of Indefinite-Delivery, Indefinite-Quantity; services-based contracts to acquire IT support services to accomplish DHS mission objectives.

Information Technology Acquisitions 

Functional Category 1 Service Delivery

The Information Technology Acquisition Center (ITAC), within the Department of Homeland Security (DHS) Office of Procurement Operations (OPO), is pleased to present the solicitation for the Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) program. The objective of the procurement is to establish the next generation of EAGLE Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. EAGLE II will provide IT support services in three functional service categories: Functional Category 1 – Service Delivery, which will provide a full range of services and solutions in support of developing, implementing, and maintaining technology to support the DHS mission and business functions across the entire lifecycle of a program.

System Design, Development, Implementation, and Integration

DKW will provide any and all phases of system design and development through deployment to ensure DHS IT solutions will enable users to meet mission goals and objectives. These efforts include the full range of infrastructure engineering design, development, implementation and integration, including, but not limited to, concept development, planning, requirements definition and analysis, systems design and development, integration, implementation, deployment, connectivity, wiring and cabling.

Software Design and Development

DKW will provide any and all phases of software design and development including\ deployment to ensure DHS applications and databases will enable users to meet mission goals and objectives. These efforts include the full range of software design, development, implementation and integration, including, but not limited to, concept development, planning, requirements definition and analysis, software design and development, coding and testing, production, deployment, implementation, integration, and software application maintenance.

Operations and Maintenance

DKW will provide any and all operations and maintenance (O&M) solutions, processes, and procedures necessary to sustain systems within the DHS Enterprise at the highest levels of service and availability consistent with cost, schedule, and performance objectives. These solutions may be required across the DHS Infrastructure, to include, but not limited to, the following operational areas: Help Desk and Field Support Services (e.g., Desk-side support and LAN Administration), Network and Security Operations, and Collaboration Services (e.g., Email, Voice, Video Services, Wiring and Cable). This requirement includes the full range of O&M solutions, from maintaining, and upgrading individual pieces of hardware and software to full managed service solutions.

DKW Quality Assurance Program

DKW’s Quality Assurance Program (QAP), is comprehensive, self-implementing, clear, realistic, and effective. It promotes our ability to consistently verify and validate all activities and deliverables for their technical quality, accuracy, appropriateness, and compliance at the contract level across all projects. Our QAP ensures a high level of visibility into our work, our PM and team leaders establish a program of performance goals and productivity metrics specific to each task and in alignment with stated Quality Assurance Program (QAP) performance objectives.

DKW’s Quality Assurance Program is based on our CMMI Level II appraisal for Development and Services. We apply these processes to all IDIQs’ and Task Orders that are awarded. Our CMMI Level II assessed program practices are used for all project level planning, execution, tracking, and reporting. These documented repeatable quality practices are used on every DKW project or program to objectively verify that performance requirements and required work products meet customer expectations. Our goal is to identify deficiencies, defects from individual work products; document them and make corrective action prior submitting our deliverables and associated work products to verify that they meet all Task Order requirements and established quality standards for our customer. This process was developed to execute corrective actions early in the lifecycle process to reduce costs and maintain schedule milestones.

SPAWAR Network Systems Engineering and Messaging System Support (N65236-13-D-4875) / (Prime): For this large contract spanning 160 delivery orders on 2 prime and 5 subcontracts, DKW provides Information Technology Services (ITS) and Software Maintenance Support (SMS) for SPAWAR customers including the Department of Navy (DoN), U.S. Coast Guard (USCG), and the Defense Information Systems Agency (DISA). The core of DKW’s support is applications development and maintenance, coupled with network operational support, for over 35 distinct applications, systems, and networks. Specific tasks include IT infrastructure operations, custom applications design, configuration, development, and maintenance, as well as incident management and response.

U.S. Marine Corps MCI West San Diego, CA (GST0913BH0072) / (Prime): – DKW is providing Data Center Management, Network and Facilities Engineering and Implementation and Testing of Network Designs for the Marine Corp MCI WEST at eight data centers in the San Diego/southwest region. DKW is responsible for the management and engineering support for 8 different data centers, including Network Analysis, Data Center Planning and IT Project Management.

Air Force Langley (FA4800-14-F-0018/GS-06F-0794Z) / (Prime): DKW provides network planning and configuration management support services to the 633d Medical Group, Military Treatment Facility (MTF). These facilities include military health care, hospitals and clinics, and those facilities under contract with the Government to provide health care and/or dental care services for members of the uniformed services.

The Contractor shall provide any and all phases of software design and development including deployment to ensure DHS applications and databases will enable users to meet mission goals and objectives. U.S. Department of Agriculture (USDA) Food and Safety Inspection Service (FSIS), Public Health Information System (PHIS) /AG3A94D130174 / (Prime)

Description of the project: Since 2010 DKW has been providing Software Design, Development, Implementation and Integration support for the Public Health Information System (PHIS) application. These efforts are delivered using a performance-based approach, involving the use of pre-established and mutually agreed upon performance metrics. The FSIS PHIS is a comprehensive, data-driven inspection system. PHIS was developed to collect, mine and analyze inspection, surveillance and investigative data, predict hazards and vulnerabilities, communicate or report analysis results and target resources to prevent or mitigate the risk of food borne illness and threats to the nation’s food supply. PHIS is built on a Service Oriented Architecture (SOA) with re-usable components. The SOA is implemented with a Service BUS Architecture and implements the reusable common services: Authorization Service, Logging Service, User Notification Service and Event Driven Architecture; reusable common components, a common user interface, and implements a Composite Applications (Portal). PHIS includes SAS analytics environment with algorithms that analyze data and create models to detect patterns in disparate data. PHIS includes a SAP Business Objects Reporting environment. DKW performs all services under this contract using our CMMI Level 2 assessed processes and in accordance with USDA FSIS EPLC/SDLC.

HUD EPIC (DU100I-13-T-00007/GS-06F-0794Z) / (Prime): For the Department of Housing and Urban Development (HUD), DKW is providing software design and development support for the Office of Public & Indian Housing efforts to enhance and maintain the Energy and Performance Information Center (EPIC) application which provides various business functionality to enable the tracking of $2.5 Billion dollars in grant funds for energy efficiency rehabilitation of 1.2 million units in the Federal Public Housing Program in accordance with developed Government Regulations and business requirements.

CDC ICARE (GSQ0414DB0037/GS-06F-0618Z) / (Prime): DKW is providing applications design and development support to integrate all of the Center for Disease Control I-CARE immunization data into one centralized database with capabilities to simultaneously communicate data on immunization records to external legacy systems belonging to health care providers, local health departments, schools, hospitals and other state health departments. DKW is also integrating I-CARE with CDC’s legacy vaccine ordering module. DKW performs the entire SDLC to include gathering and defining requirements, planning, design, development, coding, integration, quality assurance testing, acceptance, implementation, and maintenance.

DOI ONRR (D13PD01127/GS-06F-0618Z) / (Prime): DKW is providing applications design and development support to the U.S. Office of Natural Resources Revenue (ONRR) which is responsible for the management of revenues associated with federal offshore and federal and American Indian onshore mineral leases, as well as revenues received as a result of offshore renewable energy efforts. This revenue management effort is one of the federal government’s greatest sources of non-tax revenue.

DISA GIG Technical Guidance Federation (GTG-F) Services (DISA / GS-06F-0618Z Task Order # HC1028-12-F-0774) / (Prime): DKW has provided support to DISA Interface Standards Division’s (EE3) efforts to enhance and maintain the GIG GTG-F which facilitates, standardizes, and streamlines the GIG interoperability assessment process. We have provided program management, project documentation, maintenance and enhancement of the GTG-F including the PM Portal, Enhanced Information Support Plan (EISP, Interoperability Assessment Module (IAM), DoD Information Technology Standards Registry (DISR), and User Account Management (UAM) services, and the maintenance of the security posture of the system to include IAVA management, patch application, security testing, and system outage support. Team DKW staff operate in a TS/SCI environment with selected staff holding Secret and TS/SCI clearances based on their tasks.

DISA Crisis Management System (HC1047-13-R-4015) / (Prime): – For the past six years, DKW has operated DISA’s Crisis Management System (CMS), providing 24x7x365 NOC support, including network/system monitoring and trouble shooting, and Tier 1 and 2 support. DKW provides IT operations support for DISA’s Video Teleconferencing System which supports the White House, Executive Office and Air Force One.

U.S. Marine Corps MCI West San Diego, CA (GST0913BH0072) / (Prime):- DKW is providing Data Center Management, Network and Facilities Engineering and Implementation and Testing of Network Designs for the Marine Corp MCI WEST at eight data centers in the San Diego/southwest region. US Navy Southern Command / Fourth Fleet IT Support Services (N68836-14-F-0015) / (Prime):- DKW Communications Inc. (DKW) provides Technical Support and Knowledge Management services to the US Navy Southern Command/FOURTH FLEET (NAVSO/C4F ) Staff located at Naval Station Mayport, FL. Included within these services is the provision of System Administration and information management/portal engineering support including SharePoint related support. DKW provides System Administrator support including the operation, securing, maintenance, and repair of C4I systems and applications that include, but are not limited to, GCCS, ADSI, MIPS, and Video Teleconference (VTC) systems. DKW administer networks including but not limited to DoD C41 Systems, JWICS, CENTRIXS, and additional networks per operational requirements and perform scans, patch, document and submit reports per DoD 8570.01M Information Assurance and Computer Network Defense guidelines.

Medical Clinic Systems Help Desk and Network Planning – Joint Base Langley-Eustis (GS-06F-0794Z FA4800-14-F-0018) / (Prime):- DKW Communications provides Systems Help Desk Technician and Network Planning Support to the 633d Medical Group, Joint Base Langley-Eustis (JBLE), also referred to as the Military Treatment Facility (MTF). We provide health care IT services in meeting the professional standards of the Joint Commission on Accreditation of Healthcare Organization (JCAHO), the Health Services Inspections (HSI), and in accordance with (IAW) the current United States Air Force (USAF) Referral Management Guidelines.

The FHFA is an independent, non-appropriated funded agency, responsible for ensuring Government-Sponsored Enterprises operate in a safe and sound manner, carry out their housing and community development finance mission, and remain adequately capitalized and able to raise funds in the capital markets.
